Civil Department at Hongkong previously to the 1st July 1843 were either advanced by the E. I. Co and accounted for to them in the mural grant of Parliament for the Expenses of the China Expedition, or were paid out of the 8 Millions of Dollars received for the ransom of Canton,
the details of which it would be desirable to fix the 1st July last as the date from which the Civil expenditure of Hongkong should be provided for in the usual manner by a vote of Parliament founded on detailed statements or Estimates.
I have therefore to request that in lieu of the Governor's despatch of 25th July No. 46221, Davis, 1844, forwarded by the Governor on 5th August to Mr. Stephen, Lord Stanley on 6th August 1845,
With reference to my despatches of the 4th and 7th instant on the subject of the preparation of the Estimates submitted for the Civil Expenditure of the Colony of Hongkong,
I now enclose for your information the Copy of an Estimate which was submitted to the House of Commons on 12th Ultimo and which having been voted upon will be included in the annual Appropriation Act.
